Year end deficit and credit, why has this been applied?

Service charges are billed out initially as a budget.

When the service charge year ends, the accounts of the actual spend is reviewed which determines whether there is an over spend (deficit) or an under spend (credit) for the year. Once this is determined, the deficit or credit will be applied to the accounts as year end balances
